This manuscript aims to explore two different but interrelated issues by sorting out the basic facts and historical process of the collapse of the Soviet Union: first, how did the collapse of the Soviet Union happen; second, why did the collapse of the Soviet Union happen. Regarding the first question, the author's basic judgment is that the collapse of the Soviet Union was the result of the planning, personal leadership and full implementation of the top leaders of the Soviet Party and government and their leadership group. The second question may be more important, because there must be deep roots that led to this result. Whether we can correctly discover and summarize the experience and lessons is essential for both understanding history and transforming society. The author Lu Aiguo is a researcher at the Institute of World Economics and Politics of the Chinese Academy of Social Sciences and is now retired.
