Based on three case studies—Italy, Spain, and Romania—this book reconceptualizes the nature and origins of European fascism between the two World Wars through compelling comparative historical and political studies. From the late 19th century to World War I, voluntary associations flourished throughout Europe, particularly among non-elite rural groups. However, this development of "civil society" did not foster liberal democracy in Italy, Spain, and Romania. Instead, Riley finds that, in specific contexts, it undermined the nascent liberal regimes in these countries and became a central driving force behind the rise of fascism. Riley convincingly challenges the famous "Tocqueville thesis" (that a strong civil society necessarily leads to the development of liberal democracy), introducing Gramsci's theory of cultural hegemony.
