It then selects several key moments between 2008 and 2018 when the EU's strategic understanding and policy framework toward China underwent profound adjustments. Using the Bruegel Institute, the German Institute for International and Security Affairs (SWP), and the Royal Institute of International Affairs (Chatham House) as case studies, the book analyzes the advisory records, publications, and meeting minutes of these three think tanks before and after these key moments, examining their research projects, think tank collaboration networks, and the operation of the "revolving door" mechanism. Finally, it examines their relationship with EU policy documents toward China.
